Cycling side-by-side on busy streets? Only if cyclists are licensed

Police rarely stop cyclists from breaking the law, in my experience. Often that is because there is no way to identify them. Cyclists don't have to have a licence or any identification with them. If we're going to bring cyclists from the side of the road into the thick of traffic, is it too much to ask for a numbered plate on the bike and some evidence of competence on the part of the operator?
